Hmmm, the first thing that I would check is under Internet Explorer (if that's
the browser you are using), what is listed for the appropriate application,
MIME type and extension.  Does your browser know that a *.jnlp file is of mime
type application/x-java-jnlp-file?
And that it is handled by JAVAWS?

While this is normally set up automatically on download of Java Web Start,
from your error message, it sort of sounds like your machine doesn't know what
to do with a *.jnlp file.

So that is the first thing to check,
