FW: Run Cost Recovery error

Grace:

I've put in a tentative rate for XinyuBao's charges and Cost Recovery 
runs now without error.  When you generate the MonthlyUpload there is 
now a minor change in the report: Before you enter the date, there is 
now a pulldown labeled Lab that has either SNF or MOCVD.  You need to 
enter the appropriate one to get data for the proper lab.
