O2 meter fluctuates between 85 and 110% during the process run.  (Setting was at 100%.)  The meter was stable before the RF power turns on.

Pressures & coolant flows are okay, and RF comes on, but 98% of the power is reflected, and no plasma. Tuning knobs make zero difference.

Unstable was caused by RF interferance from the bias voltage readout cable that connected to a volt meter on top of the system.  Re-located the meter next to the RF meter at the bottom of the system.
