Shutdown hdpcvd SNF 2012-06-19 08:10:57: chiller setpoint problem

The setpoint on the chiller does not match the setpoint sent out by the system.  The setpoint sent out by the system is 90 C but the setpoint on the chiller is -99.9 C.
