[raith] Raith can be enabled now. I cleared the shut down message on Badger -- RAITH IS UP FOR USERS

Greetings,

Late Friday night a new User selected  'shut down'  on the RAITH system 
message on the Badger by mistake. There was no problem with the tool.
I was not able to clear this error remotely until I arrived at SNF.

Users whom may have accessed the system over the weekend need only send 
me an email with the start and finished times /dates and I would be 
happy to adjust the charges.
