Problem sts SNF 2009-03-05 15:14:29: high reflected power

Twice today, and four times in the last 3 weeks, reflected power is higher than forward power and cuts deposition rate in half. The occurance is unpredictable. I can do a normal run with 0 reflected power and normal deposition rate, but right after that, get a bad run, followed by a normal run. People need to watch the reflected power in the log to document problem better.
