Shutdown stsetch SNF 2006-03-19 04:12:15: Lock not available alarm

Reset the system.  Removed user's wafer and placed in his waafer box.  Adjusted the power supply voltage from 38.16 VDC to 37 VDC.  Cycled loader many times without any problems.
